ALBANY — It's not just cash incentives. Gov. Andrew Cuomo said a “critical mass” of tech companies in upstate New York is making it easier to attract new research and manufacturing facilities.

The Democratic governor traveled to Syracuse on Thursday to announce that Soraa, a California-based company that develops and manufactures LED lights, will invest $1.3 billion in a facility in the suburb of DeWitt and bring 420 jobs.

Soraa was originally announced as a tenant of a South Buffalo factory, at a site called Riverbend, that is being built by SUNY Polytechnic Institute. SolarCity will now occupy that entire facility, and Cuomo announced Thursday that Soraa will be located at SUNY Poly's Central New York Hub for Emerging Industries. The state will spend $90 million to build an 82,500-square-foot building and partially equip it, with the state's investment managed by SUNY Poly, a spokesman said.
