At first glance, the prospects for U.S.-EU collaboration to address an acknowledged joint risk are excellent...European firms have participated in U.S. chip manufacturing research projects (Sematech, Albany’s College of Nanoscale Science & Engineering, the U.S. national labs extreme ultraviolet, or EUV, consortia), and U.S. firms participate in European research organizations, such as IMEC in Belgium, Fraunhofer in Germany, and CNET-Leti in France.
