Do You Need Ethics Training?

Know What Is Required

State officers and employees who are required to file Financial Disclosure Statements (FDS filers) are also required by law to complete ethics trainings.

1.    The Online Ethics Orientation (OEO) is required within the first 90 days of becoming an FDS filer, unless you complete the Comprehensive Ethics Training Course (CETC) first. The OEO is available on the Statewide Learning Management System (SLMS).

2.     The Comprehensive Ethics Training Course (CETC) is your primary training obligation, and must be completed within two years of becoming an FDS filer. This course can be taken at your agency from your agency Ethics Officer, or you can register for a CETC course hosted by JCOPE. By statute, this course must be live, so it is not available as an online option.

3.     After you complete the CETC, you are obligated to attend refresher training every three years thereafter. You can either choose to attend another session of the CETC, or you can elect to attend the live Ethics Seminar hosted by JCOPE.

 Who else must attend Ethics Training?

* Lobbyists who are named on a biennial registration statement must complete Ethics for Lobbyists. Once completed, each lobbyist must retake the training within three years .

* Political Party Chairs if you are either a 1) Statewide chair of a registered political party 2) Chair of a county with a population greater than 300,000, or 3) Chair who earns more than $30,000 in compensation or expenses. The Joint Commission on Public Ethics periodically releases Ethics Reminders. Each Ethics Reminder is a brief and easy to understand synopsis of the laws and rules under the Commission's jurisdiction. Ethics Reminders are issued to assist those subject to the Commission's jurisdiction in understanding and complying with their obligations under the law.
