Currently the Executive Director of the Cyber Research Institute located in Rome, NY, Dr. Bay has previously served as Chief Scientist for the Information Directorate of the Air Force Research Lab in Rome, NY, as a DARPA program manager, and as a professor of electrical and computer engineering at Virginia Polytechnic Institute and State University.
