Officials at the University of Southern California and the University of Central Florida have their work cut out for them in trying to win a $110 million grant from the U.S. Department of Defense for a new photonics manufacturing institute.
That's because neither California nor Florida has anyone with the tenacity of U.S. Sen. Chuck Schumer.
