After more than a decade of wrangling and negotiating, the wetland mitigation permits required for a Marcy site to become a computer chip fabrication plant are being finalized.

The U.S. Army Corps of Engineers’ approval means construction can begin in earnest at the 420-acre site, and paves the way for in-depth negotiations with the nanotechnology manufacturers that economic development officials hope to attract.

State and federal officials, including U.S. Sen. Charles Schumer, D-NY, and Gov. Andrew Cuomo, announced the step Wednesday afternoon.

Schumer called the finalization of negotiations “great and long- awaited news.”

“This has been a long, hard road,” Schumer said in a phone interview. “I have had more phone calls with the Army Corps than you can count on your fingers and toes.”

Cuomo said the news is an important step forward in his plans to make the Utica area a hub for nanoscale science research and manufacturing.

“This new hub will recreate in Utica the success we have seen in Albany, with international investors taking note of innovation and development in Upstate New York,” he said in a release, referring to the successful nanotechnology sector that has developed in the Capitol Region. “I thank the U.S. Army Corps of Engineers for approving this wetlands permit that will allow us to continue our on-time schedule of building a nanotechnology cluster here at the Nano Utica campus.”
