The following is a list of EHS-related Emergency / Incident Prevention and Response programs at SUNY Poly. Because of the sensitivity of this information, access to the materials for these programs are limited to SUNY Poly community members. SUNY Poly is committed to the preservation of life and property through a comprehensive viable Emergency Evacuation, Fire Prevention and Protection Plan. Fire safety in educational facilities warrants special attention. We must rely on fire prevention, early discovery and extinguishments of incipient fires with a prompt, efficient response to all suspected fire emergencies.
This plan provides procedures for the prevention of and response to fire events for all campus employees, tenants, contractors, subcontractors and visitors on the SUNY Poly campus. The plan describes responsibilities and procedures for building evacuations and provides an immediate course of action to be taken in the event of
an emergency situation which results in an evacuation.
In general, this plan will be consistent with applicable Federal, State, and Local codes, rules, and regulations, including OSHA’s 29CFR 1910.39 – Exit Routes and Emergency Planning Standard and NYS Fire Code Chapter 4 – Emergency Planning and Preparedness.
The NYS Fire Code requirements and allowances are to be used when interpreting the applicability of certain requirements listed in the plan.

SUNY Poly hopes to prevent or eliminate work-related incidents (e.g., injury, illness, or a close call event that is safety-related), and, if they occur, provide an efficient process for reporting, investigating, and preventing injuries, illnesses, incidents and close call events in compliance with OSHA regulations 29CFR Subpart 1904.
Through investigation, root cause(s) of the incident can be identified and corrective action(s) can be implemented to prevent a recurrence.
This program applies to SUNY Poly’s employees and/or students who are involved in a work-related injury, illness or close call event (e.g., fire, chemical spill) while performing an activity or operation at the SUNY Poly campus.

The purpose of this program is to expand the emergency response capabilities of SUNY Poly to include the use of Intranasal Naloxone (e.g., NARCAN Nasal Spray). Naloxone is administered as a life-saving drug for suspected opioid overdoses. Such overdose can lead to death due to respiratory system depression and/or arrest.
The Opioid Overdose Prevention Program was developed using the New York State Department of Health Opioid Overdose Prevention Program guide (2019) and Mid-state EMS Opioid Overdose Prevention Packet. It is understood that no opioid over- dose prevention program may have policies and procedures inconsistent with the laws and regulations of the State of New York.
SUNY Poly participates in the Midstate EMS Council’s Opioid Overdose Prevention Program administered by the Midstate Regional Emergency Medical Services Council as an Agency Program.
NYS law / SUNY policy requiring availability of Naloxone in all residence halls, and training for Residential Life staff has been accomplished through this program.

A pandemic is a global disease outbreak. An influenza pandemic occurs when a new influenza virus emerges for which there is little or no immunity in the human population, and begins to cause serious illness; then spreads easily person-to- person worldwide. A worldwide influenza pandemic could have a major effect on the global economy, including travel, trade, tourism, food, consumption and eventually, investment and financial markets. Planning for pandemic influenza is essential to minimize a pandemic's impact. As with any catastrophe, having a contingency plan is essential.
In the event of an influenza (or similar) pandemic (e.g., COVID-19), SUNY Poly will play a key role in protecting student and employee health and safety, as well as, in limiting the impact on the economy and society. SUNY Poly will likely experience employee absences, changes in patterns of commerce and interrupted supply and delivery schedules. Proper planning will allow SUNY Poly to better protect its employees and reduce the impact of a pandemic on our campus.

Automated external defibrillators (AED) enable campus responders to deliver early defibrillation to victims in the first critical moments after a sudden cardiac arrest. Use of the AED will not replace the need for emergency medical services, but it is meant to provide a lifesaving bridge during the first few critical minutes it takes for advanced life support providers to arrive.
This program provides the procedures governing the Public Access Defibrillation (PAD) program at SUNY Poly. It is the goal of this program to provide a rapid response to sudden cardiac arrest for students, employees, and visitors at SUNY Poly. It is the intent of this document to provide campus AED Responders general guidance when responding to an incident of sudden cardiac arrest. The document is not intended to cover all circumstances involved in such emergencies. All AED responders should operate within the parameters of the PAD Program. This program coordinates with the Regional Emergency Medical Services Council (Midstate EMS).

Disasters or emergencies can happen suddenly, creating a situation in which the normal staff support services for the University can become overwhelmed. During crises, the University requires special programs to address the needs of emergency response operations and recovery management. To address such emergencies, SUNY Poly has established an Emergency Response Plan, which provides a guideline for the management of the immediate actions and operations required to respond to an emergency or disaster. The overall priorities of SUNY Poly during a disaster are the protection of lives, live assets, valuable research processes, property, the community, and the environment. The overall objective is to respond to emergency conditions and manage the process of restoring academic and research programs and services. The plan encompasses the facilities, services and the administration of SUNY Poly and coordination with emergency responders.
The plan is intended as an “All-Hazards” guide to managing a major critical incident involving the campus. In addition to the all-hazards guidelines, the plan also provides guidance regarding those specific incident types that have been identified as having a likelihood of occurring on the campus, a significant impact in our community should they occur, or both.
The Emergency Response Plan recognizes that emergencies may occur at any time, day or night, weekday, weekend or holiday, with little or no warning. Each incident is unique and no single plan can address every eventuality. Therefore, this plan is intended as a guide and may require modification to address a given incident’s particulars.

SUNY Poly’s Emergency Plan is a procedural document, which incorporates the Incident Command System for organizing, coordinating and directing available resources toward the control of an emergency. The plan includes a chain of command establishing the authority and responsibility of various individuals / positions. In emergencies, procedures sometimes must be changed at a moment's notice; therefore, responsible and knowledgeable persons who know the procedures have the authority to make necessary modifications.
This plan does not supersede or replace the programs or procedures for safety, hazardous materials response, or other procedures that are already in place at the University. It supplements those procedures with a temporary crisis management structure, which provides for the immediate focus of management on response operations and the early transition to recovery operations.
This document is designed to assist in planning for and addressing campus emergencies. It does not cover every conceivable situation, but instead supplies the basic administrative guidelines necessary to cope with the given situation. In case of an actual emergency, the college president or their designee and the emergency management team will use this plan as a guide to direct the specific actions of the campus community.
Natural disasters such as tornadoes, blizzards, ice storms, hurricanes, and floods can affect the SUNY Poly campus. In addition, major disasters such as transportation accidents, explosions, accidental releases of hazardous materials and national security emergencies pose a potential threat to public health and safety on the SUNY Poly campus. Violence or Terrorist events involving active shooter and weapons of mass destruction (WMD) are also a threat. A comprehensive emergency plan is needed to ensure the protection of the students, faculty, staff and public from the effects of these hazards.
This Emergency Response Plan is designed to outline a plan of action so that emergencies can be dealt with immediately in a logical and coherent manner. The purpose of the Emergency Response Plan is not to establish policy, but to create a framework that will allow an immediate response to an emergency.
The SUNY Comprehensive Emergency Response Plan (CEMP) designates University Police as the initial contact for reporting all emergency situations and as the central point of communication during the response and resolution of all emergencies.
